Following the parliamentary break, deputies in Tunisia’s Assembly of the Representatives of the People (ARP) are poised to review a significant proposal aimed at amending Decree No. 146 of 2000, which governs driving under the influence. This legislative initiative underscores a clear and critical objective: to significantly curb the number of road accidents directly attributable to alcohol consumption. A pivotal aspect of the proposed changes involves granting authorization to the Ministry of Commerce and Export Development’s services to deploy breathalyzers that yield immediate results, streamlining the initial phase of impairment detection. Major Samia Massoud, serving as the interim head of the road communication service at the National Road Safety Observatory, articulated in a statement to the TAP agency that this legislative overhaul would empower the Ministry of Interior to deploy advanced blood alcohol measuring devices directly in the field. This capability would eliminate the current reliance on time-consuming laboratory analyses, enabling police forces to ascertain intoxication levels on the spot. By integrating such direct, real-time testing capabilities, the framework aims to considerably strengthen deterrence against impaired driving and, consequently, diminish the incidence of dangerous behaviors behind the wheel.
