Algeria Details Strategy to Generalize Electronic Payments

The Algerian government has officially outlined its strategic roadmap to develop and generalize the use of electronic payment methods throughout the country. In a formal response dated July 19, 2025, to a parliamentary question from Deputy Abderrahmane Salhi, Minister of Finance Abdelkrim Bouzred detailed the nation’s comprehensive plan. This initiative represents a significant step towards modernizing Algeria’s financial infrastructure and promoting wider economic participation. The government’s vision is centered on a coordinated effort to build a robust digital payment ecosystem.

A National Strategy Built on Collaboration

At the heart of the government’s plan is the principle of partnership. Minister Bouzred emphasized that “the progressive and widespread adoption of electronic payment solutions relies on effective cooperation between the different public and private actors.” This collaborative framework is institutionalized through the National Payments Committee, an entity established under the Monetary and Banking Law of June 21, 2023. The committee’s “main mission is to develop a national strategy aimed at developing non-cash payment methods, in order to facilitate banking transactions and promote financial inclusion.” This highlights the dual objectives of streamlining financial operations while also ensuring that more citizens can access and benefit from formal banking services.

This strategic push, as outlined by the Finance Minister, signals a clear government commitment to accelerating the modernization of its financial systems. By creating a dedicated national body to oversee the transition to non-cash transactions, Algeria is laying the groundwork for a more efficient, transparent, and inclusive economy. This move is a critical component of the country’s broader digital transformation, aligning it with a key trend in economic development across the African continent.
