National Cathedral Audit: Over GH¢38 Million in Failed MoMo Payments Missing
A forensic audit commissioned by the Presidency into the finances of Ghana’s National Cathedral project has uncovered significant financial discrepancies, with over GH¢38 million in mobile money transfers currently unaccounted for. Presidential Spokesperson Felix Kwakye Ofosu announced the findings, citing a lack of reconciliation for a large volume of transactions that were flagged as failed or unsuccessful. This revelation points to severe lapses in financial controls within the project’s management, particularly concerning digital payment systems widely used across the country.
Audit Exposes Financial and Contractual Lapses
Speaking to the media, Kwakye Ofosu explained that the audit zeroed in on the Cathedral Secretariat’s handling of funds, revealing alarming irregularities. He stated, “These transactions, amounting to more than GH¢38 million, were flagged as either failed or unsuccessful and have not been properly reconciled.” This highlights a critical breakdown in tracking and managing digital donations. Furthermore, the audit exposed operational inefficiencies and potential redundancies in project management. It was discovered that there were “overlapping responsibilities and payments” between the Nehemiah Group, which was contracted for oversight of Phase 1, and another subcontractor, Kubik Maltbie, who was reportedly engaged for similar services, raising questions about duplicate contracting and fiscal prudence.
The audit’s findings cast a serious shadow over the financial governance of the high-profile National Cathedral project. The unaccounted-for GH¢38 million from mobile money, a cornerstone of Ghanaian digital finance, coupled with the ambiguous contractual arrangements between key partners, signals a need for immediate and robust accountability. These revelations underscore the challenges of maintaining transparency in large-scale public projects, especially when dealing with modern, high-volume digital payment channels that require stringent oversight and reconciliation protocols.
