ITU Member States Chart Course for Universal Digital Access
The International Telecommunication Union (ITU) member states have solidified a roadmap to bring the benefits of digital connectivity to everyone globally. This agreement was reached at the conclusion of the World Telecommunication Development Conference (WTDC-25) held in Baku, Azerbaijan. The decisions made at WTDC-25 lay the foundation for a more inclusive digital future, particularly vital for regions like Africa striving for greater digital inclusion.
The Baku Action Plan
The cornerstone of this effort is the Baku Action Plan, adopted at WTDC-25. This plan outlines a four-year program (2026-2029) focused on human-centered digital development. It prioritizes telecommunications and information and communication technologies (ICTs) to address the specific needs of developing countries, underserved communities, and vulnerable populations. In Africa, where digital divides persist, this plan offers a framework for targeted interventions to expand access and promote digital literacy.
With an estimated 2.2 billion people worldwide still lacking internet access, the Baku Action Plan directly supports initiatives aimed at achieving universal, meaningful, and affordable digital connectivity. This is a critical step towards ensuring that everyone, regardless of their location or socioeconomic status, can participate in and benefit from the digital economy.
