Excavator Imports Now Require Prior Approval, Says Finance Minister
In a significant move to combat illegal mining activities, Ghana’s Minister of Finance, Dr. Cassiel Ato Forson, has announced new regulations for excavator imports. Effective immediately, importers will be required to obtain prior approval from the Ministry of Transport, with verification also necessary from shipping lines and customs officials. This measure aims to tighten control over the entry of heavy equipment often used in illicit mining operations, commonly known as “galamsey.”
Stricter Measures to Combat Illegal Mining
Dr. Forson unveiled these plans during the presentation of the 2026 budget statement in Parliament on Thursday, November 13, 2025. He emphasized the government’s commitment to eradicating illegal mining through various initiatives. The Minerals Commission has already begun installing GPS tracking devices on heavy equipment to enable real-time monitoring of their locations and usage. Furthermore, the National Anti-Illegal Mining Operations Secretariat (NAIMOS) is coordinating enforcement efforts across multiple agencies. A dedicated task force of 1,000 officers, equipped with advanced surveillance technology and logistical support, has been deployed nationwide to dismantle illegal mining camps. These operations have already yielded tangible results, including the seizure of 51 excavators, four heavy-duty trucks, and 350 pumps. Additionally, 33 foreign nationals involved in illegal mining activities have been handed over to immigration authorities for prosecution.
The introduction of mandatory prior approval for excavator imports represents a crucial step in the government’s multifaceted strategy to curb illegal mining and protect the environment. By implementing stricter controls and leveraging technology for monitoring, Ghana aims to ensure that heavy equipment is used responsibly and in accordance with legal mining practices.
