In Tunis, the Hédi Raïs Institute, Tunisia’s national reference in ophthalmology, is currently the subject of a compelling dual narrative. On one hand, it stands as a beacon of technological modernization in African healthcare; on the other, it reflects a growing sense of social malaise. This contrast between progress and public discontent paints a complex picture of the renowned institution’s current reality.

A Technological Vision for Equity

The forward-looking side of the story was showcased on November 1, 2025, during the institute’s 11th scientific day. Addressing an assembly of medical practitioners, Minister of Health Mustapha Ferjani celebrated what he termed the “alliance between science and humanity.” He announced the launch of a pioneering artificial intelligence program designed for retinal photography. The initiative aims to bridge the healthcare gap by extending advanced medical services to Tunisia’s underserved interior regions. “We are working to put technology at the service of health and territorial equity,” Ferjani stated, emphasizing the project’s social mission. He poetically described the institution’s role, noting, “The Hédi Raïs Institute remains a school of science and hope, where eyes are enlightened and hearts beat for better health.”

This clear and hopeful communication, however, did not tell the whole story. The official optimism surrounding the institute’s technological leap was soon challenged. Just days after the minister’s uplifting announcement, a distinctly different and far less tranquil message emerged from the public sphere. This starkly contrasting development highlights the underlying tensions at play, suggesting that while the institute’s eyes are on the future of AI-driven medicine, it must also contend with immediate and pressing social frustrations that technology alone cannot solve.
