South Africa’s E-Hailing Sector Embraces New Regulatory Framework

South African e-hailing drivers, particularly those operating on platforms like Uber and Bolt, are poised for a significant shift in how they conduct business. From Friday, 12 September 2025, new national transport legislation will mandate that these drivers operate with official e-hailing operating licenses. This landmark move by the Department of Transport marks the first time that e-hailing services will be formally regulated under the National Land Transport Amendment (NLTA) Act, aiming to standardize operations across the country.

Understanding the New E-Hailing Operating Requirements

The implementation of the NLTA Act will fundamentally transform the legal standing of e-hailing drivers. Previously reliant on charter permits or meter taxi licenses, drivers will now be issued a dedicated e-hailing operating license.
