DStv’s Debt to Ghana’s NCA Surpasses GH¢170,000: A Tech Regulatory Standoff

The ongoing dispute between MultiChoice Ghana, the operator of DStv, and Ghana’s National Communications Authority (NCA) has escalated, with DStv accumulating significant debt due to non-compliance with regulatory requests. Financial Penalties and Regulatory Threats

Addressing the Digital Africa Summit in Accra on September 3, 2025, Ghana’s Minister of Communications, Digital Technology and Innovations, Samuel Narety George, revealed that MultiChoice Ghana had failed to provide necessary pricing data to the NCA, as required under the Electronic Communications Act (ECA). This failure has resulted in financial penalties. The minister stated that MultiChoice Ghana now owes the NCA between GH¢150,000 and GH¢170,000 due to a GH¢10,000 daily fine imposed approximately two weeks prior. Furthermore, the Minister emphasized that the NCA intends to collect the owed funds. George also warned that DStv could face a shutdown and license revocation by September 6, 2025, if the company continues to disregard the regulations. The government’s stance is rooted in MultiChoice’s reluctance to adjust subscription fees despite prior discussions.
