African Nations Champion Global Cybersecurity with Hanoi Convention Signatures

The global digital security landscape recently witnessed a pivotal moment with the opening for signature of the new United Nations Convention against Cybercrime, widely referred to as the “Hanoi Convention.” This crucial international treaty, unanimously adopted by the UN General Assembly last July, was made available for signatory nations on October 25 and 26, 2025, in Hanoi, Vietnam. Its primary objectives are to harmonize national legislations and fortify international cooperation in the fight against offenses perpetrated through information and communication technologies (ICT). A total of 72 countries have already endorsed this significant document, signaling a concerted worldwide effort to enhance digital resilience and combat cybercriminality effectively.

Africa’s Proactive Stance on Digital Security

A particularly notable aspect of the Hanoi Convention’s initial signing phase was the robust participation of 21 African countries. This strong representation underscores a growing continental awareness and commitment to addressing the complex challenges posed by cybersecurity threats. As Africa experiences rapid digital transformation, the continent has also seen a corresponding surge in cyberattacks. By signing the Convention, these African nations are taking a proactive step to reinforce their legal frameworks and foster essential cross-border collaboration, crucial tools in mitigating cyber risks. While many countries have embraced this new UN treaty, Tunisia, which has been a member of the Council of Europe’s Budapest Convention since March 2024, has yet to sign the Hanoi Convention. Nevertheless, its potential future adherence would undoubtedly complement and further strengthen its ongoing national initiatives aimed at modernizing its cybersecurity infrastructure and legal provisions.

The collective engagement of these African states in the Hanoi Convention marks a vital stride towards establishing a safer and more secure digital environment for their populations and burgeoning economies. This international accord provides a unified front against sophisticated cyber threats, enabling countries to share critical intelligence, coordinate investigations, and more effectively bring perpetrators to justice. For a continent increasingly leveraging digital platforms for development and innovation, such international cooperation is not merely advantageous but absolutely imperative for safeguarding its digital future.
