In a significant move poised to reshape the African telecommunications landscape, Paradigm Tower Ventures concluded a substantial $274.5 million acquisition of IHS Rwanda’s 1,465 telecom towers in October 2025. This landmark transaction signals not only the departure of IHS Towers from the Rwandan market but also the robust entry of Paradigm, an ambitious new force aiming to drive digital infrastructure expansion across the continent. For Paradigm, co-founded by seasoned industry expert Stephen Harris, Rwanda is strategically positioned as the critical launchpad for its extensive African growth strategy.

Paradigm’s Vision: Leveraging Rwanda for African Infrastructure Expansion

Paradigm Tower Ventures has meticulously planned its expansion, with the Rwandan acquisition being a culmination of extended discussions. Stephen Harris, co-founder of Paradigm, revealed in a recent interview with TechCabal, “We’ve been in discussions with IHS for about 18 months.” He added that IHS’s public declaration of its intent to divest assets to raise half a billion dollars provided the opportune moment for Paradigm to act. Rwanda was particularly appealing due to its “high-quality assets, strong regulatory environment, and manageable operating challenges compared to many other African markets,” making it an ideal first step for Paradigm’s refined investment platform. Although established in 2019 with previous operations in Tanzania, this Rwandan deal marks the inaugural market under Paradigm’s newly structured investor framework. This ambitious venture is strongly backed by prominent development finance institutions and investment funds, including British International Investment (BII), Proparco, and Convergence Partners, underscoring the confidence in Paradigm’s strategic approach to Africa’s burgeoning digital economy.

This strategic acquisition by Paradigm Tower Ventures highlights a growing trend of focused investment in Africa’s essential digital infrastructure. By leveraging Rwanda’s stable market and quality assets, Paradigm is set to not only enhance connectivity within the nation but also to solidify its position as a key player in the broader African telecom tower sector.
