Speaking on Channel One TV on October 13, 2025, Dr. Boadu pointed to Ghana’s existing legal framework, specifically the National Communications Act (Act 769), as the fundamental enabler of systemic political influence that compromises the integrity of the entire industry. The National Communications Act (Act 769): A Conduit for Undue Influence

Dr. Boadu’s controversial assertion stems directly from his interpretation of Act 769. He argues that the current structure of this critical legislation grants an “excessive power to the Executive,” thereby undermining the independence and operational integrity of the National Communications Authority (NCA), Ghana’s key regulatory body. According to him, this executive overreach creates an environment ripe for corruption within the telecom sector. He stated emphatically on air, “I can take you to Act 769, the National Communications Act, and show you why I am bold enough to say on television that every telecommunication company in this country is a corrupt company…I have no proof; I have no evidence, but circumstantial evidence tells me that.” Dr. Boadu further elaborated that the Act’s provisions for appointments, allowing the President to name key officials including the head and board members of the NCA, effectively compromise the regulator’s autonomy, leading to an environment where telecommunication companies operate under questionable influences rather than strict independent oversight.

This serious allegation by Dr. Boadu necessitates a thorough re-evaluation of Ghana’s telecommunications regulatory framework. The claims of systemic corruption, driven by a flawed legal structure, pose critical questions about fair competition, consumer protection, and the overall health of Ghana’s burgeoning digital economy.
