Federal Government Eyes Increased Spectrum Licences to Ignite Telecom Competition in Nigeria

The Nigerian Federal Government is reportedly exploring significant measures aimed at intensifying competition within the nation’s burgeoning telecommunications sector. This proactive stance, revealed by the Federal Competition & Consumer Protection Commission (FCCPC), suggests a potential shift in the regulatory approach to challenge the prevailing market dynamics dominated by major players like MTN and Globacom, ultimately seeking to enhance consumer experience and foster innovation. The objective is to ensure that the telecom landscape serves Nigerians better through improved services and wider access.

Beyond Subscriber Counts: A Focus on Data Capability and Infrastructure

FCCPC Executive Vice Chairman, Babatunde Irukera, has indicated that the government’s concerns extend beyond mere subscriber statistics. Instead, the focus is sharply on the core elements of “data capability and data infrastructure” as indicators of a truly competitive and efficient market within the Nigerian telecom industry. “We are slicing it a little slimmer than who has the most subscribers. We are looking more at data capability and data infrastructure. Early indications show that, depending on how it ends, we may have to take certain actions,” Irukera stated, underscoring the shift in analytical perspective. This re-evaluation is partly fueled by an ongoing World Bank-led study on spectrum democratisation across West Africa, which has brought to light potential areas for intervention. The implication is that by potentially making more spectrum licences available, the Federal Government aims to democratise access to this critical resource, thereby empowering more players to invest in robust data infrastructure and drive down costs for consumers.

While a formal inquiry has yet to be launched, these early discussions signal a clear intent from the Federal Government to reshape Nigeria’s telecom industry. The emphasis on strengthening data capability and infrastructure through strategic actions, possibly including the sale of additional spectrum licences, could lead to a more vibrant and competitive market. Such an initiative is poised to deliver substantial benefits to Nigerian consumers, including improved data services, greater network reliability, and potentially more affordable offerings, aligning with the broader goal of fostering economic growth through digital inclusion in the African tech landscape.
