Ghana Fines DSTV (MultiChoice) GHC 10,000 Daily Over Pricing Data
Ghana’s Ministry of Communication, Digital Technology, and Innovations has initiated a daily fine of GHC 10,000 against MultiChoice Ghana, the operator of DSTV, due to the company’s failure to provide requested subscription pricing data. This action underscores the Ghanaian government’s commitment to regulating the pay-TV market and ensuring fair pricing for consumers. The dispute highlights the challenges of balancing regulatory oversight with the operations of multinational corporations in the African tech and media landscape.
Pricing Data Requirements and Compliance Failure
The Ministry’s demand for data falls under Ghana’s Electronic Communications Act (ECA). MultiChoice was required to submit a comprehensive breakdown of its subscription pricing structure, including a detailed analysis of bouquet pricing, tax components, and comparative rates from at least six other African countries. The aim is to equip the Ministry with the necessary information to assess DSTV’s subscription fees effectively. The deadline for submission was initially set and then extended to August 11, 2025, yet MultiChoice failed to meet this deadline. The Minister of Communication, Hon. Samuel Nartey George, confirmed the commencement of the daily fine from August 15, 2025, until the complete information is received. The Ministry stresses that without this data, it is unable to fairly evaluate or negotiate DSTV’s pricing plans. This situation underscores the importance of regulatory compliance within the African telecommunications and digital media sectors.
The ongoing dispute between the Ministry and MultiChoice raises important questions regarding transparency and consumer protection within the pay-TV market in Ghana and across the African continent. The daily fine serves as a strong message about compliance with regulations.
