Empowering North East Nigeria: Consultancy for Digital and Creative Hub Rehabilitation

The Federal Government of Nigeria is advancing its agenda to boost the nation’s digital and creative sectors through the landmark Investment in Digital and Creative Enterprises (iDICE) Programme. With significant financing from the African Development Bank (AfDB), Agence Française de Développement (AFD), and the Islamic Development Bank (IsDB), this initiative aims to catalyse economic transformation by promoting entrepreneurship, fostering innovation, and creating sustainable jobs. The iDICE Programme (Project ID: P-NG-K00-009) is designed to build on existing investments and synergies, strengthening Nigeria’s vibrant technology and creative ecosystem for long-term growth and social development. This strategic project represents a major step forward in solidifying Nigeria’s position within the African tech landscape.

A key pillar of the iDICE initiative, under its Component 3, is the creation of an enabling environment for startups to thrive. To achieve this, the programme is seeking expert consultancy services for the design and supervision of rehabilitation work on regional digital and creative incubation hubs. This specific opportunity focuses on revitalising innovation centres of excellence located within universities and polytechnics across North East Nigeria. The selected consultants will play a crucial role in transforming these “brownfield” sites into state-of-the-art facilities. Their expertise will ensure the hubs are structurally and functionally equipped to support a new generation of entrepreneurs, innovators, and creative minds in the region.

This rehabilitation project is fundamental to the overarching goal of the iDICE Programme. By upgrading the physical infrastructure of these innovation centres, the initiative is laying a tangible foundation for nurturing talent, accelerating startups, and building a resilient digital economy in North East Nigeria.
