Driving Innovation in North West Nigeria: Consultancy for University Tech Hubs

The Federal Government of Nigeria is advancing its commitment to economic transformation through the Investment in Digital and Creative Enterprises (iDICE) Programme. Backed by financing from the African Development Bank (AfDB), Agence Française de Développement (AFD), and the Islamic Development Bank (IsDB), this strategic initiative aims to promote entrepreneurship, stimulate innovation, and create jobs by bolstering the nation’s digital technology and creative ecosystem. The iDICE Programme (Project ID No.: P-NG-K00-009) is designed to build on existing investments and create synergies that foster sustainable growth. A key component of this national strategy is now being activated through a call for expert consultancy services focused on developing innovation infrastructure in the North West region.

Project Focus: Rehabilitating Regional Incubation Centres

This specific consultancy opportunity falls under Component 3 of the iDICE Programme, which is dedicated to creating an enabling and supportive environment for startups to thrive. The core task involves providing professional design and supervision services for the rehabilitation of regional digital and creative incubation hubs. These facilities, designated as innovation centres of excellence, are located within key universities and polytechnics across North West Nigeria. The objective is to upgrade and transform these existing brownfield sites into modern, fully-equipped centres that can effectively nurture tech and creative talent, support emerging businesses, and serve as catalysts for regional economic development and social progress.

The successful execution of this project is critical to the overarching goals of the iDICE Programme. By enhancing the physical infrastructure for innovation at the grassroots level, the Federal Government and its development partners are laying a solid foundation for Nigeria’s future in the global digital and creative economy. This initiative represents a targeted investment in the country’s youth, providing them with the resources and environment needed to turn innovative ideas into successful enterprises, ultimately contributing to job creation and a more dynamic national economy.
