Driving Nigeria’s Digital Future: Consultancy for South South Innovation Hubs
The Federal Government of Nigeria, backed by significant financing from the African Development Bank (AfDB), Agence Française de Développement (AFD), and the Islamic Development Bank (IsDB), is advancing its transformative Investment in Digital and Creative Enterprises (iDICE) Programme. This strategic initiative is designed to catalyze economic growth by fostering a vibrant ecosystem for digital technology and creative industries. The core objectives of the iDICE Programme are to promote entrepreneurship, accelerate innovation, generate sustainable jobs, and enhance social development across the nation. By building upon existing brownfield investments and creating synergies with ongoing projects, the programme aims to unlock the immense potential of Nigeria’s tech and creative sectors. The project is identified by Financing Agreement reference 2000200005160 and Project ID No. P-NG-K00-009.
Empowering Startups Through Rehabilitated Hubs
A key pillar of this ambitious agenda falls under Component 3, which focuses on creating an enabling environment for startups. To achieve this, the programme is seeking expert consultancy services for the design and supervision of rehabilitation work for Regional Digital and Creative Incubation Hubs and Innovation Centres of Excellence. This specific opportunity is targeted at key universities and polytechnics located within Nigeria’s South South geopolitical zone. The selected consultants will play a crucial role in transforming these institutions into state-of-the-art facilities that can effectively nurture and support the next generation of innovators and entrepreneurs. This work is fundamental to building the physical and institutional infrastructure necessary for a thriving startup culture in the region.
This focused investment in educational institutions is a deliberate strategy to embed innovation directly within the talent pipeline. By upgrading these centres, the iDICE Programme will provide students, researchers, and local entrepreneurs with the resources, mentorship, and collaborative spaces needed to develop their ideas into viable businesses. The successful rehabilitation of these hubs is expected to have a ripple effect, strengthening the entire technology and creative ecosystem in the South South and contributing significantly to Nigeria’s broader goals of economic diversification and digital transformation. It represents a vital step in building a sustainable foundation for long-term growth and competitiveness in the global digital economy.
