Building a Cyber-Resilient Local Government

Ransomware attacks, in particular, can cripple critical infrastructure, directly impacting citizens’ lives. When digital systems that manage payroll, water treatment, and other essential services are compromised, the consequences can be catastrophic, with civic and financial ramifications. This vulnerability requires a shift in perspective, treating cybersecurity as a critical component of disaster readiness. This is particularly pertinent for African cities, many of which are undergoing rapid digital transformation and increased reliance on interconnected systems. The experience in the US serves as a stark warning. For example, a 2023 ransomware attack on the Municipal Water Authority of Aliquippa, Pennsylvania, disrupted operational technology systems. Similarly, Oakland, California, faced a ransomware attack that impacted city services. Such incidents highlight the need for local governments to invest in robust cybersecurity defenses, including regular system audits, employee training, and incident response plans.

These types of attacks can also be more severe for developing countries.

Local governments must act swiftly to bolster their cybersecurity posture. Prioritizing digital resilience will ensure that cities, metros, and nations can continue to provide essential services and maintain public trust in the face of increasingly complex and frequent cyber threats. Ignoring this threat is no longer an option, but a guaranteed path to disaster.
