Facing immense pressure, Russia is actively exploring alternative global collaborations to keep its commercial airlines operational. In late July 2025, Yaroslav Tarasyuk, Russia’s Trade Commissioner to Ethiopia, engaged in discussions with the Ethiopian Civil Aviation Authority (ECAA). The proposed cooperation package includes a wet-lease agreement, allowing Russian airlines to operate aircraft owned and maintained by Ethiopian Airlines. Further talks revolved around the potential supply of Russian aviation communication and surveillance equipment to Ethiopia, along with the establishment of an aircraft maintenance center in Addis Ababa, potentially boosting Ethiopia’s own aviation capabilities. This follows the Ethiopia-Russia Air Services Agreement implemented in 2024, setting the stage for deeper collaboration.
