The recent dismissal of CAF’s head of refereeing, Noumandiez Désiré Doué, is the first public sign of an attempt to address a deeply entrenched crisis within African football officiating. This move underscores the urgent need for systemic reforms, especially with the tournament only months away, to restore trust and ensure fairness.

The Catalyst: Women’s AFCON Controversy

The decision to remove Doué followed a formal complaint by Morocco regarding officiating in the Women’s AFCON final. Morocco, the host nation, lost to Nigeria 3-2 in a match where the referee’s decisions became the central talking point. The Moroccan football federation (FRMF) presented a collection of controversial video clips, including a disallowed penalty, highlighting the alleged errors. Morocco’s head coach, Jorge Vilda, stated that a specific decision impacted the team, saying it “shocked us” and “determined our fate.” The controversy further revealed the lack of confidence in the current refereeing system, and the need for further use of technology such as VAR.

The dismissal of Doué was announced at a meeting in Kenya, but it represents only the first step in addressing the deep-seated problems of bias allegations and inconsistent officiating that have plagued CAF competitions. This issue is especially relevant as the region works to improve tech literacy and infrastructure for video reviews.
