Africa’s MoMo Interoperability Reaches 1% in H1 2025

Mobile Money Interoperability Stalls in Ghana: Cross-Network Transactions Only 1% of Value

Despite the rapid expansion of digital payments in Ghana, mobile money interoperability – the ability to send money seamlessly across different mobile money networks – has seen surprisingly limited adoption. Data from the Bank of Ghana reveals that interoperability transactions accounted for a mere 1% of the total mobile money transaction value during the first half of 2025 (January to June). This suggests that the vast majority of mobile money activity remains confined within individual network ecosystems.

Interoperability Figures Underwhelm

The Bank of Ghana’s July 2025 report on Economic and Financial Data provides a clear picture. Monthly interoperability transaction values fluctuated between GH¢2.9 billion in January and GH¢4.5 billion in May, before dipping slightly to GH¢3.9 billion in June. However, when compared to the total monthly mobile money transaction values, which consistently ranged from GH¢316.2 billion to GH¢365 billion over the same period (ending at GH¢323.2 billion in June), the interoperability figures appear insignificant. Averaging just 1.1% of the total monthly transaction value, the data indicates a persistent preference for intra-network transfers over cross-network transactions.

The low uptake of mobile money interoperability raises questions about the effectiveness of the platform and the incentives for users to adopt it. While the infrastructure exists to facilitate seamless transfers between networks, user behavior suggests a preference for staying within familiar mobile money ecosystems. Further analysis is needed to understand the underlying reasons for this limited adoption and to explore strategies for promoting greater utilization of interoperable mobile money services in Ghana.
