Algerian Customs Overhauls Vehicle Import Valuation for Individuals

Algeria’s Directorate General of Customs (DGD) has announced a major update to its procedures for valuing vehicles imported by private individuals. In a recent statement, the DGD confirmed the release of a new internal circular that outlines a modernized approach to customs control. This new measure, which took effect on July 21, 2025, leverages the nation’s new customs information system, “ALCES,” to ensure a more transparent and data-driven valuation process. The directive aims to standardize how customs clearance files are handled and create a fairer system for citizens importing cars.

ALCES System to Drive Fair and Accurate Valuations

The core of this reform lies in the implementation of internal circular number 3873, which mandates the use of national databases through the ALCES platform. According to the DGD communiqué, this will allow customs services to “proceed with the processing of customs clearance files for imported vehicles based on the real data of commercial operations.” In practice, this means that customs officials will now base their valuation assessments on a set of objective, verifiable factors. The new guidelines specifically require agents to consider key criteria that influence a vehicle’s price, including its precise technical characteristics and its country of origin, moving away from potentially subjective valuation methods.

This strategic shift is part of a broader effort by Algerian Customs to enhance efficiency and transparency. By integrating technology and centralized data into the vehicle import process, the DGD seeks to establish a consistent and equitable framework for all private importers. The use of the ALCES system is poised to streamline clearance procedures, ensure that duties are calculated accurately, and build greater trust in the customs administration’s operations. This modernization reflects a significant step forward in digitizing and standardizing customs processes in Algeria.
