ICT Authority Appoints Zilpher Owiti as Acting CEO, Signalling New Leadership Chapter

Ms. Zilpher Owiti has been appointed as the Acting Chief Executive Officer, stepping into the role shortly after the departure of Mr. Stanley Kamanguya. A Seasoned Leader Takes the Helm at ICT Authority
The appointment of Ms. Owiti was confirmed by the ICT Authority’s board, which stated, “ICT Authority wishes to notify the Public of the Appointment of Ms. Zilpher Owiti as the Acting Chief Executive officer. Ms Zilpher replaces Mr. Stanley Kamanguya who has proceeded on terminal leave effective 1 July 2025.” This move places a seasoned professional with deep institutional knowledge at the forefront of the organization. Ms. Owiti brings a wealth of experience to her new position, having served as the Director of Partnerships, Innovation, and Capacity at the ICT Authority since February 9, 2021. Prior to this, she held the role of Ag. Director Partnership, Innovation, and Capacity. Her extensive career within the public sector also includes a tenure as Deputy Director ICT for the Directorate of eGovernment, a crucial department within the Presidency and Cabinet Affairs. Academically, Ms. Owiti is highly qualified, holding an MSC in Information Systems from the University of Nairobi, an MA in Economics, and a Post Graduate Diploma in Personnel Management. Furthermore, her professional acumen is highlighted by her expertise as a practitioner in project management and IT service management (ITIL). She is also an active member of the Institute of Directors (IOD) Kenya, underscoring her commitment to strong governance and leadership in the Kenyan tech ecosystem. Her diverse background in policy, innovation, and digital governance positions her uniquely to guide the Authority’s strategic direction during this period of dynamic change.
