A Unified Vision for a Secure and Independent Digital Future

The core belief driving these West and Central African nations is that Africa’s digital economy must be intrinsically designed and built by Africans, for Africans. This foundational principle is articulated through a commitment to creating resilient, inclusive, and globally competitive digital ecosystems. Crucially, the emphasis on sovereign data infrastructure seeks to ensure national control over sensitive information, a vital step towards enhancing digital sovereignty and reducing external dependencies. As Benin’s Minister of Digital Affairs, Aurelie Adam Soule Zoumarou, stated, “Every action we have taken is rooted in solving real problems for our citizens. Without trust in digital services, adoption doesn’t follow. That’s why we embedded cybersecurity at the foundation of all our digital projects.” Complementing this security focus are ambitious plans for large-scale youth training to cultivate a skilled local workforce and fostering startup growth to drive innovation and job creation.
