Why isn't Africa Rising for the bottom 80%?

Just completed my routine Sunday walk in my city checking the Africa rising story from the bottom 80% point of view.

This Sunday I walked 7 kilometers, 30 centimeters step at a time, with uncounted stops while interacting with Sunday loaders.

If you are going through the city with a 4 wheels car, then Africa is really rising. The view is not bad. However, if you are going through the city on foot, then the whole thing resembles a Potemkin village story or a pig with a red lipstick drama.

So much misery and failure hidden with big billboards and some newly completed roads.
